How can I get my folders to do this?

Win Key - L locked my desktop.

That hold it in position so you don't have to hold down the keys.
WinKey+Tab still should work.

Hold down the Windows key and tap the Tab key. It's really quite amazing -
useful too.

I use <win key>L very often at work.

Won't work for me.

After hitting the tab, do you drag it with your pointer?

Yes it's really useful..one of the guys in my computer lab used it to
animate a bunch of stick men he drew in paint (you know, just like the
kids used to do animation by flipping pages in a notepad with drawings)
