Find and enable the "Memory hole" options in the BIOS.

Completely irrelevant to the problem, you do not need SP1 for 8GB of ram.

Well, I have a Vista Ultimate 32 bit, it only shows 2.98G of RAM prio
to my updates to SP1. After SP1 it now shows 4.0G or RAM..

That problem doesn't apply to the 64-bit version.

MS made the change in SP1 to show all the memory installed instead of how
much is available to applications other then those that use hardware with
their own installed memory such as graphics cards and the buffer space
required to use them.

Hi,

How much installed memory does the system BIOS report?

Not all MOBOs support 8GB of memory. Check your MOBO and BIOS
documentation
