Vista - Administrative tools

I am running Vista Home Premium on a Toshiba computer I purchased last
summer (2007). I am on a schedule for automatic updates from Microsoft.
I am logged in as an administrator and would like to add a 6" x
9" paper size to print. However, when I access the print "server
properties" the "create a new form" is grayed out and I cannot access
this feature. When I went to "Administrative Tools" I noticed I am
missing both "Local Security Policy" and "Print Management"
Administrative Tools. How can I upload these tools to my computer?

Manuforte

Most of the Microsoft Management Console tools such as Print Management and
Local Security Policy are not included, and cannot be added, in the Home
versions of Vista.

Can you tell me how I can create a new print size, i.e. 6" x 9", using Vista
Home Premium since I can still do this on my Windows XP system?
