Vista computer on XP network

Resolving the computer name is frequently a problem with a personal firewall and
/ or the NetBT setting. The latter must be consistent, on all computers in the
LAN.

Next look at logs from "browstat status" and "ipconfig /all", from each
computer, and diagnose the problem. Read this article, and linked articles, and
follow instructions precisely (download browstat!):
