vista desktop icons keep refreshing

somewhat limited amount of information you have provided here but ill take a stab in the dark. update your graphics drivers, what appears to be your desktop refreshing may be issues with desktop compersition turning on and off, that usually happens if you dont have your drivers or are using crap ones.
