Vista Firewall

I have Vista Home. When I access the advanced menu for Vista firewall and
activate the out going protection for the firewall, my computer will not
connect to the internet. Is there a setting that I have failed to check?

I am new to Vista, but I have read that the Firewall protection does
not actually have outgoing protection. Can it be, that outgoing
protection actually stops everything from outgoing?

The Windows Vista Firewall is definitely better than the Windows XP Firewall because it is able to control incoming and outgoing
connections.

the free version of Vista Firewall Control sets the Vista FW to block
all outgoing by default, then asks on a per application basis to allow/
deny (like Zone Alarm etc) this time only/always
