Where can I find ksetup (or the equivalent) for Vista?

This slide deck alludes to an updated version of the ksetup for windows
server 2008 my guess is you can copy this to vista and have it work.

Windows Vista and Server 2008 are very much alike and this person got it
working on 2k8
