Vista needs SMTP server

According to http://msdn2.microsoft.com/en-us/library/ms172485.aspx, Vista
(probably all editions) will ship without an SMTP servier in IIS. This must
change! Although it should be disabled by default, and use very high security
settings, developers and anybody who frequently connects to different LANs
for netork access (and is therefore constantly changing ISP) need SMTP
servers.

I am using Vista Ultimate build 5384, and literally just finished coding a
method to send mail I configured it to use the local server, because I need
to use this program regardless of what network (and ISP) I happen to be
connected to. However, Vista doesn't have one! I have IIS 7.0 installed, and
there isn't any SMTP server option. I would very much prefer not to install a
3rd-party SMTP server, but may have no other choice.
