Vista recycle bin missing / deleted

My Windows Vista Recycle bin is missing since I accidently deleted recycle bin while deleting some items.

I can make a desktop shortcut for recycle bin if I go to C drive and change view to show hidden files. But it does not delete items from vista recycle bin. Is this the same recycle bin that we see in Windows Vista sidebar?

How can I get the deleted vista recycle bin back?
