Vista Root Directory Folders

On all my drives I have two strange named folders in the root directory.
Something like D:\0fa08d9c08ef5fa0d75624c377b0790a
Clearly they are something related to Vista/Security. If as an administrator
If I open one. I see a file:- msxml4-KB927978-enu.log
The date seems to be at the Vista install date.
Even as an Administrator I don't seem to have access to remove them.
Seems to be the same file on all drives.

What are thes files?
Can I tidy my disks up by removing them?
How do I get access?
