WDS - Having issues adding drivers to image

I've mounted and injected drivers for several cards already. Here's the issue.

HP BL460c drivers.. PE image says that the driver gets slipped doesn't work.
I also try drvload to manually load the drivers, they say they load, but when
i run "wpeutil InitializeNetwork", it still shows no network devices. When i
look at the oem*.inf, it appears that the infs were slipped. The import util
missed a sys file that I copied over manually.. Still didn't work.

The drivers are cp007291 that I'm trying to load on AMD64. Thoughts?
