What did I miss in enabling An XP Pro to be connected remotely through RDP?

to work: One is newly installed XP pro, the only one that had been around
for a long time. Both are connected to a SBS2000 server, not that will make
any difference, as far as I know.
I don't know if this is related to the new series of critical security
patches applied All local accounts have strong passwords. Well almost, at
least those that shows up in the local users tab. I don't know how to set
the system, services account, nor NT authority account
I went through the following step to enable RDP connection:
-fix IP address of the XP in LAN
-System, remote tab, enable remote, make user users and users groups allowed
to login as desired.-set the portnumber to the desired one in regedit, one
of the portnumber I have used before in the old XP pro before being replaced
by the new one. The old one is not anywhere in the network
-reboot
Test and got disappointing message:

The client could not connect to the remote computer.
Remote connections might not be enabled or the computer might be too busy to
accept new connections.
It is also possible that network problems are preventing your connection.
Please try connecting again later. If the problem continues to occur,
contact your administrator.

I have even added all of a couple of the SBS server user group into the
local remote desktop user groups and even explicitly added the test user
ID. That was still futile.
What did I miss?
I also verified the local policy - all policies relating to RDP/terminal
services are correct.
In terms of services, when compared to the one XP that works, the only
difference is the telephony service in the on that works is started - that
PC has a fix modem card enabled. That in terms forces the remote access
Connection Manger to start also. Both are of manual start up type.
