What happened to System.Speech?

Ok, I'm running build 5728, .Net 3.0 is installed via the Turn on/off Windows
features window, and for the life of me, I can't figure out how to reference
System.Speech in a Visual Studio 2005 project. I searched, there is no
System.Speech.dll anywhere, however, System.Speech IS listed in a gacutil /l

It doesn't show up in Visual Studio's Add Reference window. Any ideas?
