Hello:

By clicking on that taskbar icon that allows for NIC configuration, I know
that when I check the box that says "File and Printer Sharing For Microsoft
Networks" this allows other computers to access resources on your computer
using a Microsoft network.

* However, can someone explain to me exactly what is going on in the
background or behind the scenes when this box is checked/unchecked ?
* How are the computer resources made available/unavailable when I
check/uncheck this ?

If you have other computers forming a network, or you want to access a
computer from the Internet you can make Drives/Folders/Files available over
the Network/Internet to other computers/users. If checked the computer can
be set to make it available, otherwise the computer content is blocked from
being accesses through the Network/Internet.
As an example when File Sharing works you can have your Songs, Movies, etc.
on one computer, and they can be used/viewed/played from another computer.
