When should I copy the run-time image to mass devices?

When should I copy the master run-time image to mass
devices?

I do not edit System cloning tool.
Deploying the runtime image to the master device and
start FBA.
After 1 reboot and some process run, I got the following
message box.
"Machine Resealed! Click OK to reboot"

But I don't reboot but shut down before subsequential
reboot.
I copied this image to mass devices, and boot from them.
There was no information message but I thought that
cloning phase is running and SID had beed changed.

Something wrong?

The way I do it is this.
Copy the image to a hard drive. Run FBA until the unit tries to reboot.
Copy this image off the hard drive as the Master.
Copy this image onto each target device.
FBA continues, resealing on each individual device. On first boot of each
unit, my configuration batch file runs.
