Where is Add New Programs?

Ok, I can see that "Add Remove Programs" (appwiz.cpl) has changed to
"Programs and Features" in Vista.

But what happened to the "Add New Programs" tab? Is there a security
setting to enable it?

It's not needed. I don't recall ever using it.

That particular dialog is gone, instead you need to launch the installer
manually if installing from local media.

The rest of the functionality was moved into the "Install a program from
the network"

Yup, several times. I have apps that are deployed over the network (but
not pushed, they only install on demand), that is the only interface to
launch those installers.
