Where do obtain "The Latest version of OutLook Express" for an XP/sp1a machine ?

MS KB# 312349 tells me to download the "latest version of OE" without
telling me where. Can someone tell me what URL of what update contains
it ?

I suggest you go to Windows Update and download Windows
XP Pack 1. It contains the latest revision of Outlook
Express.

The machine is already at SP1a (same as sp1 but w/o Java, right ?)

Should I reapply sp1a ?

Should I uninstall OE and rerun sp1a ?
