Where is IP Header Compression Controlled in XP?

I have trouble shot a problem with my new computer using
XP. In Netmeeting, my cam will not work when I send over
Internet, but will display back to me. I found Microsoft
Knowledge Based Article 174594 (below), entitled "Cannot
Exchange Audio & Video at Start Of Conference", which
says problem is TCP/IP Header Compression needs to be
disabled. Following path to find this option is outlined
in 174594, but there is no check box for IP Header
Compression. My question is: "How do I disable IP
Header Compression in Windows XP Home Edition? Thank
You!
