Where is per user setting for display fades to monochrome log off/turn off dialog?

an HP f50 monitor.
When I select "turn off computer" from the welcome screen or when I
select "turn off computer" or "log off" from the start menu in the
"guest" account, the display background gradually fades to monochrome
while the "standby|turn off|restart" or "switch user|log off" dialog
is displayed.
When I do the same from the "owner" account, the background does not
fade to monochrome.
I have looked in TweakUI and every where else I can think of and I
can't find a setting to control this. Does anyone know where it is?
