Where is the Windows Picture & Fax Viewer?

My WindowsXP computer came loaded with several graphics programs. I note
that if I double click a .JPG file, the picture is displayed in the "Windows
Picture and Fax Viewer" program.

OK, but when I check the file associations in Windows Explorer Tools |
Folder Options | File Types, it appears that .JPG files should open in PIP.
To make things more confusing, I can't find any file looking like "Windows
Picture and Fax Viewer" anywhere on my hard disk

Please advise.
