Who's in charge of browse list

If I set up a small 'workgroup' (7 wkstns). All running xp
pro. whos the master browser? Doesn't the election process
get restarted as soon as a machine boots up (or down)? If
bootups are done through out the day won't this cause kaos?
Help me understand some basics.

If user A has a profile on workstation A. User b wants to
access the share from user Aon workstation A, via
workstation B where user b is logged on locally.

If user A 'logs off' vs. 'switch user' so that user C can
logon locally to workstation A. Won't user B loose his/her
network connection? If so, how does user A maintain A's
shares...... during A's absense....(vacation, sickness,
etc.)
