Why Beta client (reporting) tool can not install on a standalone P

My test machines are not connected to internet. I'd like the report tool to
collect all the info, save the report on disk, then I'll send the reports
from another PC connected to the net.
But the setup of Beta client won't run, because it fails to download FTM
from the internet (obviously). Why they won't make the setup self containing?
