why doesn't xp copy pictures in order that are in folder

It seemed surprising that Windows Explorer would function differently
with CDs than with, say, hard disks, so I tried it.

Sorting by (any) column works fine with CDs.

Perhaps the real issue is that the order of the files *as processed*
will depend on the application that opens the directory. Since most
applications will support alphabetical ordering, appropriate file
renaming will make just about any app happy.

Something must have changed, maybe with SP2, because I also just tried what
you did and it did work.
So thanks for pointing this out.
Nevertheless, it still does not solve the problem fully since you need to
have the ability to sort using this field with the software being used and
so on.
So, as far as I know, the only way is to rename and even this is not
universal because the XP rename function does not yield file names
compatible with Unix.
A real pain.
