Wi-Fi connection problems

I am running EI7 and Vista Basic Home Edition. When I go to my college, or
even at Borders Bookstore, I cannot get on the Internet. I can connect to
the wireless network and it says I have an excellent connection, but when I
click on IE to get on the Internet, the screen comes up and says that I do
not have an internet. I have a wireless router at home and can connect with
no problems. It also picks up the neighbor's wireless signal and can connect
to it with no problems. I have clicked
"Diagnose" to try to correct the problem and have used every suggestion that
comes up, from disconnecting and reconnecting to the network, to resetting
the IP address. Please help. This is a very irritating problem. If you
have any suggestions, please use layman's terms as I am not a computer person
and am not familiar with the jargon.
