Will Vista product keys work for all languages

Hi, I was given a free copy of Vista Ultimate for beta testing. I wanted to
give my free copy to my friend in Hong Kong but I am wondering if a full
retail product key will work with other language versions of Windows Vista.
This would be a US version and my friend wants to install Traditional Chinese
Hong Kong SAR.
