Win+E refuses to launch Maximized Windows Explorer

Attention XP Gurus,

I consider myself a seasoned Windows user since the days
of Windows 95 and progressively became a self-taught
professional in tweaking and troubleshooting Windows
problems. However, two days ago I came across an anomaly
and nothing I've learnt prepared me for this.

Having also posted to Experts-Exchange.com just so you
know what I have tried, none of the ideas has helped

Go to the following website and click the link on Line 2, Increase folder
view size limit to 8000. Download the reg file and double click to merge
into the registry. Press the F5 key.

Troubleshooting Windows XP, Tweaks and Fixes for Windows XP:
http://www.kellys-korner-xp.com/xp_tweaks.htm

Now go to Start/All Programs/Accessories and right click the shortcut to
Windows Explorer and select Properties. In the Run Line, click Maximized.
Apply/OK.

Try Winkey+E again.
