Win XP Network Administrator question

Default Win XP Network Administrator question

I'm not at all savvy when it comes to networks, so I don't know if I'm
asking this question correctly.

Is it possible for the Network Administrator of a home network to limit the
bandwidth on a DSL connection that the client computers receive?

Put another way, can they throttle down the amount of bandwidth each client
computer receives?

Thanks for any info you can provide.
