Windows 2003 Server ADMINPAK MSI: Will not install in Vista 5728

I'm trying to reinstall the Windows Server 2003 ADMINPAK.MSI. It will not
install. It says it needs Windows XP SP1 or later. Well, I'm certainly
later...

Is there an alternative?
