Yes, windows firewall does monitor outbound traffic, but, unless I'm
mistaken there is no notification when an app wants to access the internet
as in, for example, ZoneAlarm.

Enable real time protection in Windows Defender and it should become a
startup program. Go to control panel/windows defender/options and check
real time protection.

Hi there - its debbie again. all the settings in windows defender are set. it
won't stay OPEN, as in running all the time. the real time check box is
checked too. I need to allow it to open through the UAC i think but i don't
know how.

Thank you.

Since I posted question on how to reinstall Windows Defender and reading all
the problems that are associated with it, I am now glad it is disabled. I
have Norton Internet Security on Windows Vista Home Premium and as soon as
Windows Defender was disabled , I recieved two pop ups for Norton taking over
the responsibilities of Windows Defender. Since then I have not had any of
the problems associated with Windows Defender running out of control on my
system.

I wouldn't let Norton (Symantec) near any system.

Debbie, do you have any other security programs installed? You mentioned
that Vista was preinstalled on your laptop. Is it possible that some other
security suite was also installed that disables Defender and prevents it from
running?

Several of the major anti-malware companies do their best to prevent any
Microsoft security software from running (and discredit what they can't
stop). If people realize they do not need expensive third-party security
suites it obviously cuts into their bottom lines. That is why many people on
this newsgroup recommend AVG anti-virus, which does not interfere with the
built-in security in Windows.

Hi Al, the next time that you get the message, on the Action menu in the message dialog box you should be able to allow the software by selecting Always Allow. For more information, see Add or remove items from the Windows Defender allowed list.

I was advised to remove Windows defender so that my firewall would work. I
did this and my firewall still did not work. I am now trying to reinstall
windows defender but I get a message telling me I do not need to as it comes
with Vista. I am now stuck as I do not have it and can not get it back on my
system.

Any firewall that would require you to remove Windows Defender to work would
be broken by definition. Furthermore, you do not need a third-party firewall
on Vista.

You cannot install Windows Defender for the reason stated, nor can you
remove it. I would suggest you contact the vendor of the firewall software
and ask them how they suggest you fix your computer. More than likely it will
require a reformat and reinstall, after which I would suggest not trying to
use that same firewall again.
