Windows Explorer error message

I cannot access anything from the start menu without
getting this error message: windows explorer has
encountered a problem and needs to close.Also happens
when I try to access Internet Explorer. What is going on?
Restore does not solve the problem. Any help on this is
greatly appreciated as I am stumped.
