windows explorer opens up exposes my C:\

users browse my C:\ by just double clicking on a program
folder listed on the "star menu".using gpedit.msc ive
hidden my c:\, dissabled command, added explorer.exe to the
not allowed windows applicationsbut i cannot restrict the
c:\ for im using roaming profiles.

please any suggention to prevent this from happening.

ps. im using windws 2000 server & xp on workstations.
