Which is better: Windows (Vista) Firewall or Windows Live OneCare Firewall?

Both use the same firewall so one is no better than the other. OneCare does,
of course have anti virus software, but its basic components: firewall,
windows defender, etc are available on Windows Vista anyway. In fact, if you
use OneCare it actually turns off Windows Firewall and Defender in order
that it can use its own web based version.
