Windows Installer Only Displays Options

Problem with notebook with Windows XP SP2 on network with Windows 2003 DC.
Server crashed. Reloaded server and recreated user accounts. On notebook,
created new profile and copied contents of old profile (including registry
component). All works well except when I try to install a program that uses
Windows Installer 3.1 all I get is a small window with the Windows 3.1
installer option listed. I downloaded and installed Windows installer and it
did not work. Windows Installer version is 3.01.4000.1823. Any ideas on how
to correct this?
