Windows Installer Service

I really hope somebody can help me with this! If i've got
the MSN Messenger icon in the bottom corner and i exit
it, i cant open it again without logging off the internet
and logging on the computer again. When i try to open
messenger again i get an error message saying:-

"The windows installer service could not be accessed.
This can occur if you are running Windows in safe mode,
or if the Windows installer is not correctly installed.
Contact your support personnel for assistance."

I dont think ive deleted anything i shouldnt have but can
anyone tell me what i need to do to fix it? Just e-mail
me with any help. I'd appreciate it!
