Windows Journal for a graphics tablet

i have windows vista home premium and have purchased a graphics tablet
however it appears that i dont have windows journal for some reason. is there
any way to obtain it as i would like to use the handwriting recognition
function.

You have to add Tablet PC in Add/Remove Windows components.
