Windows+L=lock computer, not swtiching users

Someonce changed my computer to lock the account instead
of switching users. Can someone tell me how to fix this?

For Windows key +L to switch users, your computer cannot be connected to a
domain and it must have Fast User Switching enabled. See Control Panel>
User Accounts> Change how users log on and log off for the FUS setting.
