Windows Media Player 9 Bit Rate

Is is possible to change the bit rate of music files
already stored on hard drive? I would like to take some
from 128 kbps down to 64 kbps in order to conserve space.

Why ?

128 is the rate of a music CD etc..

Why go lower, apart from saving space ?

Keep at 128 as a minimum = CD quality
