My windows file WINDOWS\nem219.dll has been infected with
the TROJ DYFUCA.M virus and I cannot quarantine it with
my virus software. How can I fix this problem.

Except it's not a Windows file. It appears to be a part of some spyware,
see if you can delete. Then, download, install and run Ad Aware to search
and rid your system of malware:
