windows not sized to view information

Due to a recent software malfuntion issue, I've been
forced to perform a system recovery and reload all my
software. Now I get dialog boxes or entry fields that are
cut-off behind window borders that do not size correctly
and hide information. These are NOT windows that offer re-
sizing options, such as installation boxes and e-mail
settings in Outlook, for example.

I thought I saw a patch for this, but can't figure out
which one to use. Or is it a driver issue or a type-size
issue?

I had this with my old system, but this is brand new (last
month) and it was working fine up till now.
