windows not working, what files can I update from an old HD

I recently installed a new hard drive. My Windows is not working the way it
should be (seems to be starting in safe mode but doesnt indicate its starting
in safe mode). I still have my old hard drive. Does anyone know what files
or directories I can copy from my old hard drive to my new hard drive to have
windows working properly?
