windows programs not funtioning

regedit and task manager are both doing the same thing
when attempting to run them. they open for less than a
second and then close without being able to use them.
when I start the computer in safe mode they open
normally. I'm sure its a setting somehwere that's
causing it. Does anyone know of what this could be?
