Windows Update error 0x80248011 and error 0xc80004c0 with SP2 v2082

I am using WindowsXP Pro SP2 v2082 and when I scan for updates I am
receiving this error message:

"Windows Update has encountered an error and cannot display the requested
page.
You may wish to try one of these sources for more information about Windows
Update:
Windows Update Home Page
About Windows Update
Support Information
Error Number that occured: 0x80248011"

When I check on Windows Update Log file, I find :

2004-02-24 19:56:09+0100 788 4e8 Successfully loaded event namespace
dictionary.
2004-02-24 19:56:13+0100 788 4e8 Successfully loaded client event namespace
descriptor.
2004-02-24 19:56:13+0100 788 4e8 Successfully initialized local event
logger. Events will be logged at
I:\WINDOWS\SoftwareDistribution\ReportingEvents.lo g.
2004-02-24 19:56:13+0100 788 4e8 Successfully initialized NT event logger.
2004-02-24 19:56:13+0100 788 4e8 URL for server 0 is

I not have found any instructions about these errors in troubleshooters and
Knowledge base

You need to post in the beta newsgroup.

For this error try the following:

Register MSXML3.dll

1. Click on the Start button

2. Click on RUN

3. In the Run box type “regsvr32 MSXML3.dll” (without quotes)

Click OK

Post the results in the Beta newsgroup

Any suggestions for what to do if the error may Windows unaccessible?
(I was able to see the update log from a parrallel install of windows
but I would like to know of a way to update that registry from a
external source)
