windows won't stay displayed on screen

When I open the task mgr, or msconfig for instance, the
dialog screen opens up on my desktop for about .5 seconds
then disappears. When I push Cntrl, alt, del, the same
thing happpens. The window opens for a very brief time
(.05-.5 sec)then disappears. What's up with this?
