Windows Write Permissions

So I used to paste shortcuts and text files under my windows directory, so
that i could open and run them with just windows+r and then filename. It was
a quick and dirty way at getting to lots of things without using the mouse.
Now however i have no write permissions in my windows directory, and no
matter what I do i can't seem to change that, I went under user profiles, and
edit, advanced, etc. None of the options seemed to be changeable, any advice?
