Windows xp cannot detect device via RS232C

Default Windows xp cannot detect device via RS232C

Do we can enable/disable RS232C connection on
windows xp PC.One of my software seem cannot
detect some devices connected via RS232C
connection.

What might cause this problem?Any ideas?
