Default Windows XP explorer

OK. I'm in windows explorer and I have to left click in
either the tree view or the file view before I can use the
wheel on my mouse to scroll up and down the files. Is
this a stupid XP thing? Is there some hidden setting I
should change? My old 98SE box was dynamic, all I had to
do in it was move my mouse over the tree or file list and
scroll away.
