No, just thinking on buying a buch of pre-installed
Windows XP computers and obviously I will be trying to get
the Service Packs and bug fixes from MS websites. I don't
want any special service from MS. I guess I won't have to
pay any special fee for that, right?

You have been misinformed.

There is no annual fee associated with the retail or the OEM licenses
for Windows XP.

There are annual fee programs for upgrades associated with certain
Volume Licensing packages.
