Windows XP Log On Administrator User Account

Hi-

In regards to user accounts: When I logon there is a
feature for protecting files and favorite. Whenever I
remove a program from the other Administrator user account
the program is removed from my other Administrator account
as well. Now I realize that a program from a CD is not the
same as a picture file or favorite.

Question: What can I do that would stop the other
Administrator from removing a CD program from my other
Windows XP Administrator Log On User Account?
