Windows XP Pro Won't Start After Applying Updates

Additional info: I was able to get to windows debug
mode. Now when it boots it tells me that HAL.DLL is
missing or corrupted. I have a copy of that file from
another WinXP Pro machine, but how can I get to a prompt
to copy it to the bad PC ?
