Windows XP Professonal boot problem

I have a windows 2k server on a workgroup. Mostly windows
98 workstations, but I have one XP laptop.

During boot/login, the system service in TaskManager shows
as using 99-100% of the CPU, and boot/login can take up to
1 hr to perform.

After a while (no pattern to this that I can see) the
system service drops back to 0-1% and the system idle
process takes up the 99-100% and the laptop works fine.

Has anyone seen a problem like this before?
